At Mary Carroll High School, in Corpus Christi, Texas as well as the other 4 high schools, you are NOT allowed to wear stuff like that.
You had to wear sleeves. You had to wear stuff to your knees. We had a lax dress code.
But, I see that kinda stuff at my Uni though. I don't mind it though.

My wife constantly complains about the apparent lack of dress code at MHS. Even Kim's clothes wouldn't be allowed where I went to school.

the skirt, yes, but not c/w that top. You could wear that top, but not with that skirt. It would stand out too much and get into trouble. It's fashion people, you have to balance out.
It's hard to tell how long the skirt is in that picture, that and her clothes are exaggerated for the KP art style. I mean, I don't think many casual tanks out there are that short xD I think I have, like, one. But most tanks usually go to about a little bit above her belly button. That top is right at the end of her ribcage lol.
You could wear a tanktop and a 'short' skirt together but again, the tank-top would have to be longer than that as I said above.

Her outfit - the skirt would be a definite no-no when I was in school (class of 85) If it were shorts, then it would be fine (the rule of thumb was if the windows had to be opened, it was okay to wear shorts - just no "Daisy Dukes"
Her top - it depends on the artist, but the length is a bit too short. I don't think bare midriff's would fly back in those days (and I don't think that style was in anyhow)
Bonnie's outfit all together? She looks like a streetwalker.
Kim's green tank would probably be out back then as well, though her capris are actually quite conservative.

At my high school, you could wear tank tops, just no miniskirts or skirts. If you did wear skirts they had to come to your knees. But, that's a girl thing.
