Just a random observation...

In the picture found at the link above, does anybody recognize the last character in the third row? The order goes: Dr. Director, one of the Wegos, Mego, Hego, and...
The animators gave him enough detail that, sandwiched in between lots of important heros/villains, I would think I'd recognize him. Is he just a background character?
