In Pokemon, when you see a tree like that, you need a Pokemon that knows the move Cut to get over it. It's implied that this trainer doesn't have a Pokemon that knows that move yet, so he can't pass the tree. The joke is that that is exactly what the trees look like in the games. It's implied that they would be large enough to block your path, but appear to be small and not wide enough to block the path you're walking on.
...Now that I had to explain that it isn't funny anymore ;_;

If I'm right - the only really nessecary to have Cut place is Ilex forest - and even then I've only ever used it the first time going though there...

My Memory's vague, but in G1, I only remember needing to use it in two places:
* to get to Vermilion Gym * to get to route 9

There were other places that you weren't required to go to, but I like going everywhere I can and getting some free items. Same with the other generations really.
