Munchkin, there's pretty much no chance that you'll get authorisation from Disney Legal.
The best way you could probably make this little series is through the fair use doctrine? non profit and a fun fan creation. Peeps have made Kim Possible flash stuff, fanart, comics and fan fics before and not encountered any legal problems.
I doubt you'll have the hounds of Iger down your throat if you post story synopses or even a storyboard of your plans.
Until then, as Nightspade said, it's very much all talk and no results.
It's like telling your teacher you're completing an assignment, but don't even show her so much as a draft of your work. I think you'd get a little more support for this project if you were a little more open, even if it's fanart - it's better than nothing, eh?

We are Now Making a College Year Comic due to Legal Issues with the Animated Series. We Are going to Use the Story Lines that we have Written for the Series.

Artwork Should be Ready to go By At the Latest June 2010. Finding Artists for 2D Animation has Been a Chalenge all by its Self. I Have been Given the Green Light for Every Other Part (Drawing, Writting, Voices, Effects, Action Drawings) But still have not heard anything about the Animation Part.

This is quite an amazing effort, I never expected this. Best of luck! May I send some suggestions to the main writer, purely for the sake of contribution? A better question yet, are you still in the stage when any fan suggestions for the script may still be recieved? If suggestions are still accepted who should I send a private message with these suggestions?

First of all Dont Rip Us Down. I Never Said From the Begining that I would Have Anything Done by Now. Also some Seroius Issues have Appeared During the Main Project ( 3 Artists Leaving, Secondary Writter Leaving, Disney Legal). I do Understand Exactly Where you are coming from. I Hope to give you the fans more information Soon. Also I had to Shut Everything down for 2 Months as I coninuted to Fight With Disney Legal (Which I am Still Doing). So the Project Did not Fully go Back into Production Until Early This Month.
