Who can say... Kim may have supressed her feelings for Ron for a long time because of him being lower on the food chain. I don't know.

Its being a teen in high school. There are sertain systems and cliques that they go by. I can remember wanting to date out of my league, but those girls dated the guys in their level of popularity. So KP being a cheerleader may have put pressure on her to date a guy in the upper levels of popularity. I think when Erik betrayed her and Ron gave her that pep talk at the lair, she realized that Ron has always been the one for her becuase he was always there to pick her up. Love is a very complex thing when your young cause you don't understand it fully. In fact Im still trying to figur it out and im in college.

As a high school senior, I can attest to the "unwritten rules" of relationship conduct. Though we have no cheerleaders or a football team (our school's population is about 400) there is definately a food chain. It's not something that is publically acknowledged, but the air of animosity among groups does dissuade alot of intergroup mingling.
Back to KP, she's a very nice person. (Altruistic, compassionate, level-headed are some adjectives with which we can describe her) KP does have human faults, and those that concern themselves with maintaining status and popularity are the ones that subconsciously prevent her from seeing a potential relationship with Ron.

What I just realized today from reevaluating "Blush," and it's got me all excited, is Kim's big problem with romance is her split personality, the giggling cheerleader who confuses love with a giddy crush, and the heroic commando who knows exactly who she is and what she wants. Bring up the topic of love, and Miss Giggly takes over, even when Kim's with Ron: Aw, isn't she cute? Trouble is, this isn't the part of Kim who appreciates Ron, and as long as this part controls the romantic choices, Ron's not on the short list. But this is why Kim has so much trouble with other boys. She attracts boys who want Kim Possible the strong independent woman, but what they get is Kim the nervous cheerleader. Ron, I notice, is usually also more comfortable with the amazon commando, which helps explain his reactions to Kim in "Emotion Sickness." Only when Kim is finally able to fuse these divergent aspects of her personality together, in the "out there, in here" scene of "So the Drama," is she actually able to find real love. And fusing the girl and the commando means this love can only be one person, the person who's always there for her.

Yeah, that basically sums it up right there.
I think that they realized that they had feelings for each other at different times. Kim noticed at first in "Gorilla Fist" that she was jealous of Ron and Yori, bc Yori liked Ron. Kim didn't admit it until STD when they were tied up in the warehouse.
Ron first noticed it in "Emotion Sickness" that there might be something more than friendship between himself and KP. He didn't admit it to himself until STD when he was getting ready for the Prom, and he didn't admit it to KP until they were tied up. But I think that all through STD Ron knew that his feelings for her were more than friendship.
