Okay, I want to see if you fine young men can drum up some non-physical, non-beauty related qualities in a Kim Possible character (since none of you have given me any reason to like Tara other than her awesome blonde hair.)
So after you select your lady, you must explain WHY, and it cannot be physical!

Bonnie! She reminds me of a girl I used to date. ;D Let's see what do I like about the character. She's willing to talk her mind, clear in how she sees others, and I'm sure she knows how to treat her man right . What's not to love?

Unlike the boys and men, the girls and women of Kim Possible listed here (excluding Amy) are pretty much all babe quality, so I'm not sure what eliminating physical attractiveness would really change for me, and I do realize I'm way too old for most of them, but let's pretend I'm young again...
Kim: She gives a lot, but she expects a lot, more than I could honestly offer at any time in my life. I don't mean how much love, I mean what loving her would require me to do. Shego: She expects a lot, and doesn't give anything. Such women are a lot of trouble. Tara: what we see of her personality seems rather sweet, but she's either fickle or very particular about what she's looking for. Bonnie: bad girls never treated me very well. Monique: has a good heart, but toughness and street cynicism. Yori: much more reserved, polite personality than Kim, but expectations about the same. Zita: she likes genuine guys. I'm all about genuine. Hmmm... Adrena Lynn: all the bad qualities of Bonnie and Shego, and none of the charm. Mrs, Possible: real nice lady, but her career keeps her busier than the rocket scientist. DNAmy: if you ever change your mind, you'll find yourself the wrong half of a chicken man. No thanks.
Looks like I'd pick Zita from this bunch.
But, come on, Miss P. When do guys ever do the picking? It's you ladies who usually do the picking, and our job to notice we've been picked and act accordingly.

'Course I can't date yet, but now that you mention it, it does seem that guys do appreciate being appreciated by girls. You know, I think you guys can pick Tara if you want.

Well, Shego is definitely the hottest and has (IMO) a great sense of humor, but if we talk about other qualities, I would chose Kim.

Hmmm... Kim has a great deal of compassion and altruism which I find attractive, but I think a lot of guys (with the exception of Ron) could feel lost in the shuffle when faced with her busy schedule. (And it's not like she can't be selfish and arrogant at times)
Tara seems very sweet, but that's partially because we didn't get to know her that well in the last three seasons.
Mrs. Dr. Possible seems very even-tempered and decent -- I don't think I've ever seen her get angry except at Prince Wally.
Overall I'd have to say Kim has the most attractive non-physical characteristics, but I also have to say that a guy could easily appreciate most of these KP characters for their non-physical traits.

I'd have to vote for Mrs. Dr. P. A keen intellect, sense of perspective, romantic nature, wry sense of humor -- and an ability to make one wicked meat loaf!
