They're twins. Maybe they both suffer from amblyophia. If these patches really covered missing eyes, wouldn't Betty Director, at least, get a glass eye? But their whole twin rivalry thing is beyond ridiculous, so who knows?

You don't have to gouge your eye out to wear an eye patch; maybe Gemini's just wearing it over his eye. Rose Wilson did it in DC comics to be just like her daddy Deathstroke (Slade as he is called in Toon Titans) and Gemini is easily as unstable... the man talks to his dog and flushes henchmen down tubes to (presumably) their death after all.

I tend to believe that cutting off half of one's eyesight just to look cool would put a person at such a disadvantage that it wouldn't be worth it.
