Monique is Kim's friend. Her best girlfriend. Sure, they fought over Hirotaka, but he was an unattatched infatuation. Ron is Kim's boyfriend now. Monique is not suddenly going to be Kim's rival and go after him. It's so soap opera an idea, it makes me gag.
Possibly. If she did, maybe she'd find someone else with the Ron-ish traits she likes. It doesn't mean she'd have to hit on Ron specifically.
Ron in Ron the Man - Monique wasn’t all that into Ron's sudden Schwarzenegger-ish physique:
Monique: Ron, what happened?
Kim: Molecular muscle enhancer.
Monique: See, I never woulda guessed that.
Kim: Take it off, Ron.
Ron: No way! I finally feel like a man!
Kim: Muscles do not make a man.
Monique: Uh-uh. You gotta dig deeper than that.
Kim: Way deeper.
Monique may have been giggling, but it wasn't infatuation. Ron looked ridiculous and he was acting like a dork.
Hirotaka in Exchange - It was more Hirotaka's attitude and style that attracted Monique and Kim to him. They both noticed his good looks yet mocked the other girls for going crazy over his physical hotness. It wasn't until he "fought" Brick that Monique and Kim became crushing sheep.
Brick Flagg in StD - Notice Monique and Brick are nowhere near each other at the end of StD. If there was something between them you'd think they would be together at the end, but they are not.
TV: And so, thanks to teen hero Kim Possible, the worldwide Diablo destruction is itself disabled.
Brick: Possible shoots, she scores! (offers Monique high-five)
Monique:(Brick and Monique high-five) Straight up!
Bonnie: Excuse me.
Brick: Oh, you're excused. While you're gone, I'll hang with Monique.
Monique: Me like.
Maybe she was attracted to him or maybe she just wanted to tick Bonnie off. Maybe Brick just wanted to tick Bonnie off, too. In any case, it probably isn't just his looks Monique likes. She's not that shallow.
For all we know, she could end up with Felix next year. Or Ned.
The turn-off may not be as severe as suggested. Ron was exhibiting some of his "big-headiness" in "The Ron Factor". Just because Monique didn't like his "big-headiness" then ("Kim, do what you gotta do, girl."), doesn't mean she continued to dislike him throughout the series any more than Kim did.
In "Partners", Ron was clearly and blatantly going to take advantage of Kim and have her do all the work on the science project as he had many times before. He tried to do the same to Monique; she didn't like it and let him know. She thought he was just being a lazy@#$ and her respect for him was pretty low at that point. That still doesn't mean she didn't like him at all anymore. By the end of "Partners" Monique sees that Potential Boy will come through when he's really needed. Note the science project got done after all.

Monique: Nice job, partner.
The end of "Partners" suggests her opinion of him changed and she definitely liked (as a friend) and respected him more.
The rest of “So the Drama” also suggests even Kim doesn’t understand Ron’s appeal herself. Monique seems to support the idea of Kim and Ron dating without meddling (“Stand by your Ron.”) and disputes Bonnie's food chain nonsense.
During the slow dance, Monique seems genuinely happy for her friends (and maybe wishes she had something like it). It didn’t translate to envy for me at all.
We know she likes him as a friend. How special Ron is to Monique, we don't know. We do know that she knows he's special to Kim. Nothing is likely to develop not because Monique doesn't like Ron or understand his appeal, but because she values her friendship with Kim. As far as I can tell, she's been supportive of Kim and Ron having a relationship at least since “Emotion Sickness" (“You want my advice? Lose the pickle suit.”). She wouldn't purposely wreck everything by hitting on him.
That's Bonnie's job.

Ron is very special to Kim, but not to Monique. I don't see any likely developments here.
We know she likes him as a friend. How special Ron is to Monique, we don't know. We do know that she knows he's special to Kim.
