Yep, Hank Perkins = teh sex. He's Drakkens villain consultant in this episode. He's there to get more out of Drakken's henchmen with the aid of team-building/motivational exercises. He's also there to help Drakken fund his evil schemes with the aid of a cupcakery business.

It's a one-time thing. He gets 'hired' as a business consultant for the evils. Hank Perkins isn't any more evil than Jack Hench, I dare say, ie. it's just business.
