Well, Joss was/is voiced by Tara Strong, so maybe that's why.

It's called being a professional voice actor.
On the accent, though, Joss and Slim sure sound a lot more like they're from Texas than Montana. Native Montanans have a Mid-Western (neutral) accent.

It's really weird that Slim has an accent, but Mr. Possible and Nana do not.

I explained their accents as Slim moving to Texas on his own in his late-teens, and they'd only been living in Montana a short time after Joss' mother passed away.

Tara Strong does her. She's brilliant. She does Bubbles in the Power Puff Girls, Raven in Teen Titans and Jimmy in Fairly Odd PAretns. Very good at what she does.
