Hm. I like Shego definitely more than Kim, but you asked "who's the best"...and so I have to say Kim. She can do anything!

I think Kim is best, though it's close. Kim just has something too her that I can't put my finger on that puts her in the lead.

Kim will always win a fight in she can evade Shego's initial onslaught; Shego tires sooner. But is this what you meant by "best"? I think maybe the whole quality of the character? In fairness, we know a lot more about Kim than Shego (and we know quite a bit about Shego, but there's a lot of mystery left). When Shego cries, "I AM EVIL!" to her brothers in "Go Team Go," she's being a literary villain. Real villains often think they're doing thr right thing, or at least what's regrettably necessary. But despite her outcry, and the results of Jack Hench's test your evil meter, she's not bad through and through, and does have good qualities, at least, when she's not trying to squelch them as a matter of principle.
Literary heros are maybe less rare in real life. What's remarkable about Kim is how appealing she is to a wide range of people. To Catholics, she must be a devout Catholic, despite the lack of any Catholic or even Christian props in the Possible house. There's only the "Silent Night" choir scene, and her very strong hero ethics. To our resident cop, she's a good cop, maintaining law and order. To liberals like me, she's a socially conscious humanitarian, among other things. For someone known in as much detail as Kim, it's astonishing what a wide range of people with viewpoints opposed to each other about many human values, can see Kim as someone who probably agrees with them, and admire so much of what she does-- even when she's being cruel to Ron in the middle part of "So the Drama." He'd still do anything for her, and somehow we know why, even when she doesn't seem to deserve this.
In this time when most heroes seem either pompous or neurotic, how on earth did Bob and Mark create Kim? She's got my vote.
