Its so cool to know that you are practically neighbors now Question, is there ever a day at Disney where they don't have you under a tight deadline I know college never allows that, its like a crime if they do

Some days are of course, busier than others. The production schedules for most tv series allow little time for slowing down. In my area, I'm either roughing out layouts from a script for the storyboard artists, tightening and cleaning up layouts for the painters, or going through stryboards and drawing 'pick up' scenes, that weren't covered before, or are new. Usually a combination of all of the above. I'm not complaining, mind you. I'm doing exactly what I love to do, and am thankful every day. And I still find time to take breaks, lunches, and just enjoy life.

When you plan out backgrounds or location designs are you ever required to look into the character desciptions or perhaps need to know what sort of mood they're in so that you can reflect that into your work?

I don't design anything until I read the script , and get a feel for the story. One thing I often do, that noone sees but the director and board artist (hopefully) is draw the characters into the scene I'm drawing. It helps tell the story, and gives me a better feel for the environment. Whether my'brilliant' concepts are used or not is always up in the air. I do it largely for myself, and if I can maybe give someone else a usable idea, all the better.

After creating a Background for a Disney program do you retain the rights to the artwork or do they become the property of Disney? I do not mean that they would be used in other shows but are they yours to keep.
I’m thinking along the lines that Jack Kirby went through to get his art back from Marvel.

Everything I draw for Disney, belongs to Disney. I make copies for portfolio purposes and the 'archives', but Disney owns everything done on their time, for their product.
This is different than the Jack Kirby (and every other comic book artist, once upon a time) situation. There are several reasons that I'm not sure I can simply explain at the moment.When I can grab some time, I'll try to explain further.
